You need a neutral mediator. That is India. India is on good terms with the US. India is on good terms with Iran. India is on good terms with Israel.
You need a roadmap. Right now the only possible meeting ground is an interim government in Tehran. The nuclear program is frozen. The missile program is frozen. The proxy program (if it can be called that) is frozen. Not ended. Frozen.
The interim government to be led by Reza Pahlavi. Iran's constitution is dissolved. All political structures are dissolved. This council, that council. The parliament. An interim constitution is adopted. The cabinet is half the president's people, the other half Reza's people. The diaspora, the opposition.
Within 12 months, elections to a constituent assembly are organized under international supervision. That assembly drafts a permanent constitution. And forms the new government. Israel and the US get to deal with that new government on the three thorny topics of the nuclear program, the missile program, and the proxy program.
This asks for an end to the hostilities, and an opening of the strait.
